This would arrest every state/nation so that they legally commit themselves to only relate to other state/nation as ends in themselves and thus you find yourself a Kantian statement on the level of a state/nation which can be beautiful!!! Like it?
[Added some minutes later:] The Corwin Amendment is this,
- No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State.

People may object rapidly and say it gets violated instantly, but if you just enforce it on a suitable level this can very much be practical and keep the most idiot activities in check before prosecution is taken out on members of the state for perpetration!

Human rights and unilateral coercive measures" and it fits nicely with my writing on Corwin Amendment for the World's nations, now "adopted"/ratified by the UN General Assembly. You can find under UN documents by N-1146818 (don't ask me why) and signed: 89th plenary meeting, 19 December 2011! Cheers! (Surely a peacemaker for the World, one that can find enforcement by WTO, UN SEc. Council, UN Gen. Assembly and others, incl. single nations...)
